Defender of Housing Equity Award
Secretary Tomiquia Moss
Business, Consumer Services and Housing Agency

Tomiquia Moss was appointed by Governor Gavin Newsom to serve as the Secretary of the Business, Consumer Services and Housing Agency in November 2023 and was sworn in on February 14, 2024. As Secretary, Tomiquia leads and oversees 12 entities, including 40 boards and bureaus, collectively responsible for the preservation and expansion of safe, affordable housing, efforts to prevent and end homelessness, protect consumers, and safeguard Californians’ civil rights.

Tomiquia brings more than 20 years of leadership experience in the nonprofit and public sectors with deep expertise in housing and homelessness, public policy, civil rights, and community development. She is a dynamic and visionary leader, known for her ability to bring people together to tackle complex problems in a strategic and collaborative way.

In 2019, Tomiquia founded All Home, a Bay Area organization advancing regional solutions to disrupt the cycles that perpetuate homelessness and poverty. In its first four years, All Home convened the Regional Impact Council that developed two ambitious regional plans, and built a team to implement those plans to increase housing and economic security for people with extremely low incomes in the Bay Area. They have advocated successfully for state and local policy change, launched multiple new programs, and granted millions of dollars to nonprofit and local government partners to prevent homelessness and create economic mobility for the people who need it most.

Before founding All Home, Tomiquia served as the CEO of Hamilton Families, which offers emergency, transitional, and permanent housing services for families experiencing homelessness in San Francisco. From 2014 to 2017, she served directly under the mayors of both San Francisco and Oakland, including as Chief of Staff for Oakland Mayor Libby Schaaf. Previously, she was the Executive Director of the HOPE SF Initiative, a public housing and neighborhood revitalization effort with the office of the late San Francisco Mayor Edwin Lee. Tomiquia also served as the founding project director of the San Francisco Community Justice Center of the Superior Court of California.

In 2022, Tomiquia was appointed by Senate Pro-Tem Toni Atkins to serve as a member of the California Interagency Council on Homelessness. As BCSH Secretary, she now serves as co-chair of Cal ICH. Tomiquia is a former board president for both SPUR and the Nonprofit Housing Association of Northern California, former co-chair of the Bay Area Council’s Homelessness Committee and of the Black Leadership Council, and former board member for Oakland Promise. She served as an Advisory Committee member for the Bay Area Housing Finance Authority from its inception until her appointment as Secretary. She remains a board member of the Charles and Helen Schwab Foundation.

Tomiquia holds a Masters’ in Public Administration from Golden Gate University. She and her family are proud to call Oakland home.

Jarrod McNaughton
Chief Executive Officer
Inland Empire Health Plan

Jarrod B. McNaughton, MBA, FACHE is the Chief Executive Officer of Inland Empire Health Plan (IEHP). In this role, he works collaboratively with the IEHP Governing Board to set the strategic vision and provide executive leadership for one of the 10 largest Medicaid health plans and the largest not-for-profit Medicare-Medicaid public plans in the U.S. He cultivates IEHP’s strong partnership with providers, hospitals and hundreds of community partners to deliver quality whole-person care to more than 1.5 million members.

Mr. McNaughton earned his bachelor’s degree from Pacific Union College and a master’s degree in Business Administration from the University of La Verne, Graduate School of Business. He is a Fellow of the American College of Healthcare Executives. In recognition of his distinguished career and leadership in the health care field and the community, University of La Verne awarded him the honorary Doctor of Humane Letters degree in 2021. Mr. McNaughton currently serves as the chair of Manifest MedEx, the largest Health Information Exchange in California. He previously served as the 2024 board chair for Local Health Plans of California.

My life has centered around my very firm belief that words have power. I taught composition and literature from 1980 – 1992, first as adjunct faculty all over the Inland Empire and then full-time at Riverside Community College. After eight years of learning the beauty and power of children’s lit with my incredible kids, Samantha and David, I returned to teaching until 2012 when I opened Cellar Door Bookstore. Talk about the power of words! The same words can gentle a child’s fears and strike terror in the hearts of those who fear change. Through the bookstore, I have also discovered the beauty, comfort and safety of community. I am so grateful to be part of this community!

Community Legacy Award, Inland Empire
Inland Counties Legal Services

Inland Counties Legal Services (ICLS) has provided free civil legal services to communities across the Inland Empire for nearly 70 years. They are now the largest, most comprehensive wrap-around civil legal services provider in Inland Southern California, helping to keep people with limited financial means and those living with disabilities housed, employed, enrolled in vital public benefits programs like Medi-Cal and Cal-Fresh, free from harm and discrimination, and more.

In November 2022, ICLS launched its LGBTQIA+ Services Program aimed at providing free, culturally competent legal services that help gender diverse constituents live authentically and free from discrimination. The program was the first of its kind in Riverside and San Bernardino Counties. Since its inception, they’ve assisted our LGBTQIA+ siblings with critical, quality of life issues like Gender Marker & Name Changes, state and federal identity document amendments, and Advance Health Care Directives.

Community Legacy Award, Los Angeles
Reach LA

In 1992, three women artists and one community organizer founded REACH LA in response to the lack of HIV/AIDS prevention education for youth of color. They worked with teenage youth to develop educational programming that was targeted to combat the rise in HIV infection rates.

Our current approach includes HIV prevention education, HIV testing, linkage to care, and mental health support services for HIV positive and high-risk negative youth and young adults. In addition, we host a variety of creative arts programming to create space for local community artists through visual and performance mediums. REACH LA has built a safe and supportive environment that strives to educate, motivate and mobilize youth around sexual/reproductive health, culture and self-preservation.
